MESSAGE OF THE COMPTROLLER OF PUERTO RICO
Dear Reader:
In compliance with its
duty of monitoring transactions related
to public properties and funds, the Office
of the Comptroller has prepared this
brief guide based, not only on the experiences
in Puerto Rico, but also on the experiences
of other countries that have undergone
several of the existing privatization
models1. This duty becomes
more pressing when it is acknowledged
that privatization must be based on a
clear and well directed public policy,
which unmistakable mission is the socioeconomic
development of Puerto Rico. This guide
provides a brief description of the cycle
of privatization and the most significant
factors in the various phases or stages
of this process. It is our hope that
it will serve as a useful tool for public
administration.
